Live Chat on the Web - Why does it not show?

Why does the live chat on the web not pop up?

It was their yesterday when I tried to raise e a complaint about a Customer Service Agent, but I was fobbed by another Customer Service Agent about complaints

The live chat feature will only pop up when the agents are available on there.
